Goal

To Establish A Functional State Primary Health Care Development Agency In The State By The Year 2010,To Establish A State Drug Management Agency By The Year 2010, To Provide Adequate Human Resources For Health To Ensure Effective And Efficient Health Care Delivery By The Year 2020, To Strengthen State Epidemiology Unit To Function As A Centre Of Disease Prevention And Control By The Year 2020, To Renovate And Equip The Existing 18 General Hospitals By The Year 2020

Objectives
A. Providing With The Available Resources, A Level Of Health Care Services For All The Citizens Of The State To Enable Them Admire And Enjoy Socially And Economically Productive Lives

B. Establish A Comprehensive And Integrated Health Care System Founded On Primary Health Care

C. Encompassing Primitive, Protective, Preventive, Restorative And Rehabilitative Health Care.

D. To Provide Budgetary Allocation For Health Sector Of 15% Or More Of The Overall State Budget In Accordance With The World Health Organization Standard.

E. All Local Government Areas In The State To Have At Least One General Hospital.
F. To Provide Adequate And Well Trained Manpower To Man The State Primary And Secondary Health Care Facilities At Least The State Should Have One Tertiary Health Care Institution That Will Provide All Range Of Specialized Health Care Through Public Private Partnership (PPP)

G. To Provide A Comprehensive Drugs Production Outfit

H. Prevent And Control Of Locally Endemic Diseases And Treat Minor Ailments

I. Improve Basic Health Data And Promote Research

J. Make Available Well Maintained Essential Hospital Equipment

K. Expand Primary And Secondary Health Care Coverage In Niger State

L. Ensure Good Remuneration And Better Conditions Of Service For All Categories Of Health Workers

M. Facilitate The Training Of Rural People In Basic Sanitation And Health Education

In Addition To These Strategic Initiatives And Programmes And In The Effort To Position Health Care Delivery In Niger State Among The Best In Nigeria, The Following Mandate Are Also To Be Carried Out By The Ministry Of Health & Hospital Services:
    • Embarking On Massive Eradication Campaign As Well As Strengthening Of Routine Immunization In The State On Polio And Other Deadly Communicable Diseases
    • Ensure The Completion Of Gulu General Hospital
    • Ensure That Minna And Other General Hospitals In The State Are Properly Equipped With Necessary Medical And Infrastructural Materials
    • Ensure That All Capital Projects Embarked Upon Are Completed By 2011
    • Design Strategies To Curtail The Activities Of Street Drug Hawkers In The State
    • Formulation Of Policy On Health And Health Related Issues In Line With National Health Policy
    • Provision And Maintenance Of Secondary And Tertiary Health Services Through The State Hospital Management Board And Ibbsh Management Board
    • Training Of Students In General Nursing, Midwifery, Community Health Extension Services And Pharmacy Technicians
    • Supervision And Control Of Private Health Establishment In The State
    • Establishment Of Medical Advisory Board
    • Monitoring And Evaluation Of Primary Health Care Programmes At The Local Government Levels
    • Training Of Intern Medical Doctors [House Officers] And Intern Pharmacists
    • Enforce All Laws, Rules And Regulations In Respect Of Fake Drugs And Unwholesum Food Items As Delegated By The Pharmacist Council Of Nigeria [Pcn]
    • Ensure Capacity Building For Staffers Towards Achieving The Desired Collective Objectives Of Your Ministry
    • Reactivate Rural Hospital Tugunguna, Including The Road Network Including Offering Social Amenities By The Year 2012.
    • To Strengthen Routine Immunization Services
    • To Reduce Infant Mortality Rate By 2 /3 By The Year 2020.
    • To Reduce Maternal Deaths By ¾ By The Year 2020
    • To Reduce Hiv Prevalence To Less Than 1% By The Year 2020
    • To Have Halted By 2020 And Begin To Reverse The Incidence Of Malaria And Other Major Diseases
    • To Upgrade The Schools Of Health Technologies To The Status Of College Of Health Sciences And Technology By 2015
    • To Strengthen The State Agency For The Control Of Aids By The Year 2011.
    • To Incorporate Trado-Medical Care Into The State Health Care Delivery Services By The Year 2015.
